An enrollment milestone

New York’s governor reported September 30 that an effort to reach households eligible for utility-bill assistance produced 21,586 applications in two weeks. The campaign began September 15. The Energy Affordability Program provides monthly discounts, and the announcement measures applications rather than the number of households newly receiving a discount.

Who is being reached

The state says outreach has reached more than one million people, local governments and community organizations. The program website recorded nearly 200,000 visits. Digital messages and in-person events will continue through the fall. The application total includes 8,460 in Con Edison’s service area and 7,098 in National Grid’s.

Eligibility and enrollment

Eligibility expanded in January to include households below state median income, with area median income used in New York City and three nearby counties. Some qualifying households can be enrolled through participation in other assistance programs; others must submit evidence themselves. Why applications matter

An assistance program can exist without reaching everyone who qualifies. Applications indicate that outreach is connecting residents with the enrollment process. They do not establish the size of each household’s eventual benefit. The next useful measure is how many applications are approved and how regularly the resulting discounts appear on bills.
